Seneca Niagara Casino, Fiscal & Economic Impact on Niagara Falls, NY
This study was undertaken to provide an independent evaluation of the fiscal and economic impact of the Seneca Niagara Casino on the City of Niagara Falls that policymakers can use in allocating casino revenues. It was prepared by the Center for Government Research (CGR) of Rochester, in partnership with Gaming & Resort Development Inc. USA Niagara Development Corp., which is a subsidiary of Empire State Development, managed the project. The former Niagara Falls Casino-Community Accommodation and Improvement Commission commissioned the study as part of its charge to determine how local casino funds were distributed.

Over the past decades, the popular Niagara Falls area in NY has not maintained parity, with respect to tourism investment and infrastructure development, as compared to Niagara Falls, Ontario and other national renowned tourist locations. The commissioning of this study represents the first of many efforts the regional leaders have committed to as to provide more comprehensive information that would promote development. This study primarily focuses on the collection and interpretation of broad but disparate data sources that, taken in total, provide a picture of the potential markets for a major attraction.
